What is a good affordable cruise line that would be fun for two 16 year olds?

My best friend and I are thinking about going on a cruise during the summer without our parents. We are still looking for jobs, but we would like a cruise under 1500 dollars, but I want to have a really fun time. What kind do you reccomend?
You can’t go without your parents. Cruise line have strict age requirements. At least 1 person in the room must be either 21 or 25 depending on the cruise line.
Sorry but there’s no way around it.
